HB 709 -- Voter Identification Cards

Currently, election authorities are required to issue voter
notification cards to voters no later than 90 days prior to a
primary or general election with certain exceptions.  This bill
changes the reference from notification to identification cards
and specifies that individuals registering to vote by postcard
and who have not previously voted will not receive an
identification card.
