Summary of the Introduced Bill

HB 719 -- State Board of Education Meetings

This bill changes the laws regarding meetings of the State Board
of Education.  In its main provisions, the bill:

(1)  Lengthens, from five to seven days, the period of written
notice required for a meeting;

(2)  Lowers, from four to three, the number of board members
needed to call a meeting in the absence of the president or the
president and the Commissioner of Education;

(3)  Requires the agenda to be available electronically to the
board members at least seven days before the meeting and the
meeting materials at least five days before the meeting.  Any
materials which are not closed records must also be available to
the public electronically five business days before the meeting;
and

(4)  Requires all records, votes, exhibits, or outcomes of a
meeting to be available free of charge electronically to the
public within 48 hours of the meeting.
