HB 73 -- Teaching Standards

This bill requires the Department of Elementary and Secondary
Education to develop teaching standards for all public schools by
June 30, 2010.  Standards include student participation, use of
various forms of assessment, communication skills, instructional
knowledge, and professional behavior.  The department must also
develop criteria by which teaching may be evaluated under the
standards.  Elements of the evaluation system are feedback on
effective practice, pathways for and nurturing of professional
growth, and support of the learning community.  The bill
specifies the principles upon which the standards and evaluation
criteria are based and identifies the organizations which must be
represented in the development process.
