HB 74 -- School Funding

This bill adds the gifted education pupil count to the
calculation of weighted average daily attendance for the school
foundation formula.  The pupil count will be taken on the last
Wednesday in January for the preceding school year based on
participation in a state-approved program.  The weight per pupil
is twenty-hundredths, and no threshold is required.

The bill also removes the 5% limit on any increase in the state
adequacy target when it is recalculated every other year.
