HB 759 -- Diabetes Prevention and Health Improvement Act of 2009 Sponsor: Grill This bill establishes the Diabetes Prevention and Health Improvement Act of 2009 and the Missouri Center for Diabetes Prevention and Health Improvement within the Department of Health and Senior Services to develop, implement, and promote a statewide effort to combat type 2 diabetes. In its main provisions, the bill: (1) Requires the center to provide grants to high schools for programs promoting the understanding and prevention of diabetes. Grant recipients must provide the center with quarterly reports of the results of their program; (2) Authorizes the center to provide grants to primary and specialty health care service providers relating to the treatment of prediabetes and diabetes; (3) Establishes a seven-member board of trustees to direct the center. Five members will be appointed by the Governor from specified professions, one will be appointed by the Speaker of the House of Representatives, and one will be appointed by the President Pro Tem of the Senate. The board is required to submit an annual report by June 30 to the Governor, President Pro Tem of the Senate, and the Speaker of the House of Representatives; (4) Creates the Diabetes Prevention and Health Improvement Fund which will consist of appropriated funds and moneys received as gifts, contributions, bequests, donations, and grants; (5) Authorizes the center to establish a nonprofit organization to receive gifts, contributions, bequests, donations, and grants for the center's purposes; and (6) Establishes, by July 1, 2010, a special joint committee of the General Assembly to study issues relating to diabetes prevention and health improvement and to determine appropriate legislative actions. The committee is required to report its findings and recommendations by January 15, 2011, when the committee will cease to exist.
