HB 860 -- Missouri Consolidated Health Care Plan

This bill requires the Missouri Consolidated Health Care Plan
Board to contract for administrative services if a third-party
administrative service organization can administer the plan more
cost effectively than the board and it does not adversely impact
plan enrollees.  The contract will be awarded through a
competitive bidding process that must be rebid at least every
five years.
