HB 868 -- Waiver of Costs in Civil Actions

This bill adds legal aid clinics which are approved by certain law
schools or nonprofit legal assistance programs affiliated with the
clinics to the list of organizations representing parties in civil
actions where costs and expenses can be waived without motion or
court approval.
