HB 911 -- Solar and Wind Incentive Program

This bill establishes the Solar and Wind Incentive Program in the
Department of Natural Resources to provide financial incentives
for the purchase and installation of solar photovoltaic systems
or wind turbines.  A person who installs a solar photovoltaic
system or wind turbine that meets certain installation,
interconnection, and building code requirements may apply for
financial assistance.  Subject to appropriations and upon
approval by both the local utility company and the department,
applicants will receive one-half of the cost of installing the
solar system or wind turbine; but the total amount received
cannot exceed $12,000.  Assistance will be allowed only once to
an individual every three years.  Local utility companies will
certify that an applicant has complied with the installation,
interconnection, and building code requirements; and the
applicant must present a receipt of installation.  The total
expenditure for the program will be capped at $500,000 per year.

The provisions of the bill will expire five years from the
effective date.
