HB 931 -- Conducted Electrical Devices Sponsor: Webber This bill establishes the Task Force on the Use of Conducted Electrical Devices (CEDs) within the Office of Administration to evaluate the safety of CEDs, commonly referred to as stun guns, and make recommendations regarding their use by law enforcement. The task force must determine if there are adequate studies on the use and effects of CEDs and if the studies represent independent perspectives. The 10-member task force must be appointed by the Governor with the advice and consent of the Senate by November 1, 2009, and consist of two acknowledged medical experts, two acknowledged scientific experts, two acknowledged legal experts, two law enforcement experts, and two private citizens who have been shot by a CED or whose family member was injured or killed in a CED incident. Representation on the task force must be balanced with the various viewpoints on CED policy being equally represented. The task force must report its findings and recommendations to the Governor, Attorney General, and General Assembly by January 1, 2011.Copyright (c) Missouri House of Representatives
