HB 944 -- School Funding

In any fiscal year in which the funding formula for state school
aid is not fully funded, this bill allows school districts to be
excused from complying with the requirements regarding the
spending of a specified percentage of their aid for professional
development, any penalty for low summer school attendance, and
minimum teacher salaries.  School districts will also be excused
from compliance with these provisions in any fiscal year
following the withholding of basic state school aid by the
Governor.  In any fiscal year in which transportation categorical
funding is less than a 60% reimbursement rate, school districts
may operate on a four-day school week with a minimum of 1,044
hours of classroom time.
