HB 960 -- Open School Enrollment Sponsor: Schoeller Beginning in school year 2010-2011, this bill allows a public school student to attend a different school district other than the one in which he or she lives, under conditions specified in the bill. The student must declare his or her intent to use open enrollment by January 15 for the following school year, and the receiving district must accept the student if there is sufficient classroom space, as specified in the bill. The receiving district must notify the student within five days after board action but not later than March 1 of his or her acceptance. If there is good cause for missing the deadline, such as a change in residence or health or safety concerns, the open enrollment request can still be processed. The bill contains provisions regarding school finance, transportation, suspended or expelled students, intradistrict choice, vocational-technical schools, small school districts, special education students, and evaluation of credit and grade placement.
