HB 968 -- Food Stamp Eligibility Sponsor: Nasheed This bill allows an individual who is found guilty of or pled guilty to a felony under federal or state law involving the possession or use of a controlled substance to be eligible for food stamp benefits if the person, as determined by the Department of Social Services, successfully participates in or has satisfactorily completed a substance abuse treatment program approved by the Division of Alcohol and Drug Abuse within the Department of Mental Health; is determined not to need treatment; or complies with all obligations imposed by the court, the Division of Alcohol and Drug Abuse, and the Division of Probation and Parole within the Department of Corrections. The eligible individual will be subject to random drug testing and will be permanently disqualified from food stamp benefits following any positive drug test, except for any controlled substance validly prescribed by a licensed health care provider.
