HB 998 -- Mountaintop Removal Coal Mining

This bill prohibits any investor-owned electric utility that
operates a coal-fired generating unit located in this state to
generate electricity from purchasing or using coal extracted by
mountaintop removal coal mining.

Upon a petition of an electric public utility, the Missouri
Public Service Commission is required to approve an annual rider
to the utility's rates to recover all reasonable and prudent
incremental costs incurred by the utility as a result of
purchasing or using coal extracted by a method other than
mountaintop removal coal mining.
