HJR 3 -- Initiative and Referendum Petitions

Upon voter approval, this proposed constitutional amendment
modifies the requirements for submitting initiative petitions
that propose constitutional changes by increasing the number of
signatures required from 8% to 10% of the legal voters in each of
two-thirds of the Congressional districts in Missouri before a
petition may be placed on the ballot.  The number of signatures
required for referendums placing proposed statutes on the ballot
is also increased from 5% to 8% of legal voters.
