COMMITTEE OF ORIGIN:  Special Committee on Urban Issues

This substitute requires vehicles to yield the right-of-way to
all pedestrians and bicyclists crossing in a crosswalk on a city
or neighborhood street in Kansas City.

FISCAL NOTE:  No impact on state funds in FY 2010, FY 2011, and
FY 2012.
