HB 1392 -- PROPERTY TAX RATES SPONSOR: Kirkton COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Ways and Means by a vote of 11 to 0. This bill changes the deadline from September 1 to October 1 for charter counties and the City of St. Louis to set ad valorem property tax rates. FISCAL NOTE: No impact on state funds in FY 2011, FY 2012, and FY 2013. PROPONENTS: Supporters say that the bill corrects a drafting error in Senate Bill 711 from 2008. Taxing entities in charter counties can't prepare accurate tax rates as information is not available by September 1 causing a concern for school districts with significant revenue losses. Appeals are a problem since county collectors need until October to get an accurate rate. Currently, counties often underestimate their rates and must make it up in the next year. School districts in St. Louis County estimate that they lost over $21 million in revenue for 2009.
