Summary of the Committee Version of the Bill

HCS HB 1541 -- CERTAIN THIRD CLASS CITY PRIMARY ELECTIONS

SPONSOR:  Deeken (Ruzicka)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Elections by a vote of 8 to 0.

This substitute allows certain third class cities organized under
Sections 78.010 - 78.400, RSMo, to cancel, by order or ordinance,
any primary election for the office of mayor and councilman that
is currently held in February.  Persons wishing to run for these
offices must file a signed statement of candidacy with the city
clerk in order to run in the next municipal election.

FISCAL NOTE:  No impact on state funds in FY 2011, FY 2012, and
FY 2013.

PROPONENTS:  Supporters say that the bill will allow the cities
of Monett and West Plains to save approximately $7,000 per
election by canceling their primary elections which are currently
required to be held at the same time as presidential primaries.

Testifying for the bill was Representative Ruzicka.

OPPONENTS:  There was no opposition voiced to the committee.
