HB 1559 -- CONSOLIDATED PUBLIC LIBRARY DISTRICT REPORTS SPONSOR: Brown (30) COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Local Government by a vote of 14 to 0. Currently, the librarian of a consolidated public library district is required to submit an annual status report to the district board by August 31, and the board is required to submit this report and an independent audit to the county commission and the State Library Commission by September 30 of each year. This bill changes the due dates to September 30 and October 31, respectively. FISCAL NOTE: No impact on state funds in FY 2011, FY 2012, and FY 2013. PROPONENTS: Supporters say that the bill will save money for library districts. The current law was enacted when there were less stringent standards for audits. Audits now take more time to complete; therefore, the report takes more time to complete. The current deadline causes library districts to often pay a premium to get the audit completed more quickly. Testifying for the bill were Representative Brown (30); and Stephen Potter, Consolidated Public Library District #3. OPPONENTS: There was no opposition voiced to the committee.Copyright (c) Missouri House of Representatives
