HB 1612 -- SEWER DISTRICT TRUSTEES SPONSOR: Molendorp COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Local Government by a vote of 14 to 0. This bill increases, from eight to 10, the number of members on the sewer district boards of trustees in the counties of Cass and Jackson. Each board will consist of the county executive, mayors of the five largest-user cities, mayors of three other cities who are members of the sewer district advisory board, and one member of the county legislature. In the event the district extends its boundaries into a bordering county, the presiding commissioner or county executive of the bordering county will become the eleventh member of the board. FISCAL NOTE: No impact on state funds in FY 2011, FY 2012, and FY 2013. PROPONENTS: Supporters say that four positions on the sewer district board of trustees are mayors of the four largest-user cities. Two different cities have routinely alternated as the fourth and fifth largest-user cities, resulting in repeated turnover on the board and a lack of continuity. Increasing the largest-user city representation to five will resolve this issue, and adding a member from another city will provide greater representation of the district as a whole.
