HB 1654 -- GARNISHMENTS AND WRITS OF SEQUESTRATION SPONSOR: Zimmerman COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Judiciary by a vote of 12 to 0. This bill requires notices of garnishment and writs of sequestration to contain only the last four digits of a person's Social Security number. FISCAL NOTE: No impact on state funds in FY 2011, FY 2012, and FY 2013. PROPONENTS: Supporters say that a law was passed in 2009 which required the removal of Social Security numbers in certain court records; however, there is a current statute which requires the Social Security number in a notice of garnishment. Providing only the last four digits of a Social Security number protects confidentiality while providing enough information to effectively issue a garnishment. Currently, if the number is not disclosed in a notice of garnishment, the notice is ignored. Testifying for the bill were Representative Zimmerman; and Missouri Bar.
