Summary of the Committee Version of the Bill

HB 1691 -- BICYCLING DESIGNATIONS

SPONSOR:  Kraus

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Tourism by a vote of 10 to 0.

This bill requires the Governor to issue an annual proclamation
designating the month of October as "Walk & Bike to School
Month," the first Wednesday of October as "Walk and Bike to
School Day," the month of May as "Missouri Bicycle Month," the
third Friday in May as "Bike to Work Day," and the week of Bike
to Work Day as "Bike to Work Week."

FISCAL NOTE:  No impact on state funds in FY 2011, FY 2012, and
FY 2013.

PROPONENTS:  Supporters say that the bill will bring awareness to
bicycling and promote healthy lifestyles.  Bicycling to work and
school has a positive impact on physical and mental health,
produces no emissions, and reduces traffic congestion.

Testifying for the bill were Representative Kraus; Brent Hugh,
Missouri Bicycle and Pedestrian Federation; Jonathon Hugh;
American Heart Association; Missouri Votes Conservation; and
Missouri Conservation and Environmental Alliance.

OPPONENTS:  There was no opposition voiced to the committee.
