HCS HB 1707 -- COUNTY JAILS SPONSOR: McGhee (Schaaf) COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Corrections and Public Institutions by a vote of 12 to 0. This substitute allows counties of any classification to erect and maintain a jail or holding cell facility outside the county seat. The substitute contains an emergency clause. FISCAL NOTE: No impact on state funds in FY 2011, FY 2012, and FY 2013. PROPONENTS: Supporters say that Andrew County is in need of a new jail, but there is no adequate property in the county seat to erect a jail. The county would like to build outside the City of Savannah. Testifying for the bill were Representative Schaaf; Missouri Association of Counties; and Missouri Sheriff's Association.
