HB 1892 -- STUDENT WORK CERTIFICATES SPONSOR: Nasheed COMMITTEE ACTION: Voted "do pass by consent" by the Special Committee on Workforce Development and Workplace Safety by a vote of 10 to 0. Currently, the superintendent of the school district in which a child resides is the only person authorized to issue a student work certificate. This bill authorizes the chief executive officer, or equivalent position, of a charter school; a person holding a student services certificate who is authorized in writing by the superintendent or chief executive officer; the principal of a public or private school or another administrator of the school designated by the principal; and a person designated by the superintendent or chief executive officer if the certificated person is unavailable or if no certificated person is employed by the school to also issue a student work certificate. No individual is allowed to issue a work certificate to his or her own child. The bill also requires the hour limitations that apply to a work certificate to be based on the calendar of the school that the child attends. FISCAL NOTE: No impact on state funds in FY 2011, FY 2012, and FY 2013. PROPONENTS: Supporters say that the bill will facilitate timely issuance of work certificates to qualifying students by increasing the number of and accessibility to persons who may issue the permits.
