HB 1911 -- BACKGROUND CHECKS ON SCHOOL BUS DRIVERS SPONSOR: Schad COMMITTEE ACTION: Voted "do pass" by the Committee on Elementary and Secondary Education by a vote of 12 to 2. This bill specifies that background checks on school bus drivers will be the responsibility of the school district when the drivers are employed by the district. For drivers employed by a company under contract with the district, the background check must be conducted as required by Section 43.540, RSMo, and in accordance with the National Child Protection Act of 1993 as amended by the Volunteers for Children Act. FISCAL NOTE: No impact on state funds in FY 2011, FY 2012, and FY 2013. PROPONENTS: Supporters say that the bill will make the hiring process more efficient for the 169 school districts and charter schools that use contract transportation. The proposal was developed in conjunction with the State Highway Patrol. Testifying for the bill were Representative Schad; and Department of Elementary and Secondary Education.
