Summary of the Committee Version of the Bill

HCS HB 2147 & 2261 -- A+ PROGRAM

SPONSOR:  Day (Brown, 149)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Veterans by a vote of 9 to 0.

Currently, students who are active-duty military dependents are
exempt from the three-year attendance requirement for the A+
Program.  This substitute adds a dependent of a retired military
member who relocates to Missouri within one year of the date of
his or her parent's retirement from active duty to the attendance
exemption.

FISCAL NOTE:  No impact on state funds in FY 2011, FY 2012, and
FY 2013.

PROPONENTS:  Supporters say that dependents of recent military
retirees are being penalized because they are not exempt from the
attendance requirements.  This causes an undue hardship for
military families.  The bill will make Missouri a more military-
friendly state for retirees.

Testifying for the bills were Representatives Brown (149) and
Kraus; and Dewey Rhein, Veterans of Foreign Wars of the United
States, Missouri Department and Missouri Association of Veterans
Organizations.

OPPONENTS:  There was no opposition voiced to the committee.
