HB 2205 -- DISCLOSURE OF HEALTH INSURANCE INFORMATION SPONSOR: Burlison COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Health Care Policy by a vote of 10 to 0. This bill allows an insurer to provide health insurance information regarding an enrollee's health benefit plan online unless a paper copy is requested by the enrollee by written, oral, or electronic means. Requests for a paper copy must be provided to the enrollee within 15 business days of the request. FISCAL NOTE: No impact on state funds in FY 2011, FY 2012, and FY 2013. PROPONENTS: Supporters say that the bill helps to eliminate the costly and inefficient paper process and replaces it with an electronic means to provide information to health insurance recipients which will be more efficient and generate large cost savings to consumers and the health care industry. It is less expensive to have a consumer call the insurer for specific required information than to mail out lists of all health care providers. Testifying for the bill were Representative Burlison; Department of Insurance, Financial Institutions and Professional Registration; Healthcare USA; and Anthem Blue Cross Blue Shield of Missouri.
