Summary of the Committee Version of the Bill

HCS HB 2219 -- PROCLAMATIONS BY THE GOVERNOR

SPONSOR:  Zerr (LeBlanc)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Tourism by a vote of 10 to 0.

This substitute requires the Governor to issue an annual
proclamation designating November 13 as "Buck O'Neil Day" and an
annual proclamation designating the fourth week of May as
"Missouri Safe Boating Week."

FISCAL NOTE:  No impact on state funds in FY 2011, FY 2012, and
FY 2013.

PROPONENTS:  Supporters say that Buck O'Neil deserves this
recognition.  He lived in Kansas City and played baseball for the
Kansas City Monarchs in the Negro Leagues.  He was the first
African-American to coach a major league baseball team, was
active in establishing the Negro Leagues Baseball Museum in
Kansas City, and served his country in the United States Navy.
He is a great ambassador for baseball and Missouri.

Testifying for the bill were Representative LeBlanc; and Bennie
Lewis, 12th Street Heritage Corporation.

OPPONENTS:  There was no opposition voiced to the committee.
