HB 2317 -- CONVEYANCES OF STATE PROPERTY SPONSOR: Tracy COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Corrections and Public Institutions by a vote of 11 to 0. This bill authorizes the Governor to convey certain state property of the Missouri Veterans Home and a permanent easement and a temporary construction easement over, on, and under the property located in Cape Girardeau County to the City of Cape Girardeau. The bill also authorizes the Governor to convey state property located at the Missouri Lottery headquarters in Cole County to certain private property owners for the purpose of an easement. The bill contains an emergency clause. FISCAL NOTE: No impact on state funds in FY 2011, FY 2012, and FY 2013. PROPONENTS: Supporters say that the bill allows for needed construction and permanent easements in the counties of Cape Girardeau and Cole. The City of Cape Girardeau is giving the state comparable property in exchange for the easements at the veterans home, and the Missouri Lottery is vacating an easement to allow for business expansion.
