HCS HB 2351 -- HIGHWAY DESIGNATION SPONSOR: Hoskins (80) COMMITTEE ACTION: Voted "do pass" by the Special Committee on Urban Issues by a vote of 5 to 4. This substitute renames the "Mark McGwire Highway," the portion of Interstate 70 in St. Louis City to the Illinois state line, as the "William L. Clay, Sr. Highway." FISCAL NOTE: No impact on state funds in FY 2011, FY 2012, and FY 2013. PROPONENTS: Supporters say that William Clay, Sr. served as a congressman for 32 years, set an example of how to be a credible and upstanding politician, and is an inspirational person among the citizens of St. Louis, specifically the African American citizens.
