Summary of the Committee Version of the Bill

HCS HJR 94 -- INITIATIVE PETITIONS

SPONSOR:  Deeken (Dethrow)

COMMITTEE ACTION:  Voted "do pass" by the Committee on Elections
by a vote of 9 to 2.

Upon voter approval, this proposed constitutional amendment
changes the minimum legal voter signature requirement for placing
a constitutional amendment on the ballot through the initiative
petition process from 8% of the legal voters in two-thirds of the
Congressional districts in Missouri to 8% of the legal voters in
each of the Congressional districts.

FISCAL NOTE:  Estimated Effect on General Revenue Fund of an
income of $0 or a cost of More than $7,000,000 in FY 2011, an
income of $0 in FY 2012, and an income of $0 or a cost of $85,080
in FY 2013.  No impact on Other State Funds in FY 2011, FY 2012,
and FY 2013.

PROPONENTS:  Supporters say that the bill helps to prevent
out-of-state interest groups from unduly influencing Missouri
elections.  Currently, Missouri has one of the easiest processes
for amending the state constitution which occasionally results in
the submission of bad ballot language.

Testifying for the bill was Representative Dethrow.

OPPONENTS:  There was no opposition voiced to the committee.
