HB 1281 -- Neutral Site Child Custody Exchange

This bill authorizes counties to assess a fee of between $1 and
$8 on all civil case filings by the clerk of the circuit court to
be deposited into the county's newly created neutral site custody
exchange fund.  The fee will not be charged in any proceeding
commenced by or on behalf of a political subdivision.  The
governing body of the county creating the fund must make annual
grant disbursements to one or more qualified nonprofit
organizations for the purpose of implementing a neutral site
child custody exchange program as approved by the chief judge of
the county's judicial circuit.  The disbursements to any
nonprofit organization cannot exceed $500,000 per year.  Any
moneys not disbursed during the year will be paid to the county
treasurer for the administration of justice in the county.
