HB 1396 -- Third Class City Ordinances Sponsor: Roorda This bill establishes a procedure for residents of third class cities to petition the city council for the adoption or repeal of a city ordinance. After the city clerk has certified that there are sufficient voter signatures, the city council may pass the ordinance within 20 days or put the issue to a public vote. After passage of an ordinance by a city council, a protest petition can be filed that stops the ordinance from becoming effective and forces reconsideration of the ordinance which results in either its repeal or a public vote. An ordinance proposed by the people or adopted by a public vote can only be repealed or amended by a public vote.Copyright (c) Missouri House of Representatives
