HB 1398 -- Mental Health Services for Abused and Neglected
Children

This bill prohibits any child who is suspected of being a victim
of abuse or neglect from being denied access to mental health
care and treatment regardless of who is responsible for the
child's care, custody, or control.

Guardians ad litem are required to have completed a training
program in child abuse and neglect or to have a degree or
significant training and experience in a mental health
profession.
