HB 1678 -- Student Requests for Transfer

Prior to the beginning of the 2011-2012 school year, this bill
requires the Department of Elementary and Secondary Education to
establish specific criteria for the admission or rejection of a
student from an unaccredited district who wishes to transfer to
an adjoining accredited district.  The accredited district cannot
deny admission of the student unless the criteria for rejection
are met.  Appeals by either the district or the parent can be
made to the State Board of Education.
