Summary of the Introduced Bill

HB 1714 -- Licensure of Home Inspectors

This bill requires persons conducting home inspections to be
licensed by the Division of Professional Registration within the
Department of Insurance, Financial Institutions and Professional
Registration.  In its main provisions, the bill:

(1)  Establishes the Missouri Home Inspectors' Board to implement
the licensure program and specifies its duties, powers,
membership, and terms of office;

(2)  Establishes the criteria for the supervision, training, and
licensure of home inspector apprentices;

(3)  Exempts certain individuals, businesses, and associations
from licensure;

(4)  Creates the Missouri Home Inspectors' Fund to be used by the
board for its costs;

(5)  Authorizes the board to establish licensing qualifications,
an application process, licensing fee, continuing education
requirements, and reciprocity agreements; develop and publish
standards of professional conduct; approve courses of
instruction; and specify the form and content of examinations;
and

(6)  Authorizes the board to refuse to issue or renew, suspend,
or revoke licenses and cause complaints to be filed against
licensees with the Administrative Hearing Commission as specified
in the bill.

Any person or corporation who knowingly violates the provisions
of the bill will be guilty of a class B misdemeanor.

The bill becomes effective January 1, 2011.
