Summary of the Introduced Bill

HB 1744 -- Boating and Waterways

This bill changes the laws regarding boating and waterways.  In
its main provisions, the bill:

(1)  Prohibits expanded polystyrene coolers on or within 50 feet
of a river or stream, except in developed campgrounds, picnic
areas, landings, roads, or parking lots and removes the current
restriction on expanded polypropylene coolers;

(2)  Allows boaters to possess a Missouri driver's license or
nondriver's license with an endorsement from the State Water
Patrol of successfully meeting the requirements of a boating
safety course in lieu of a boater safety identification card; and

(3)  Requires all boat dock owners to post the dock's permit
number and appropriate 911 address or nearest physical address
on the lake side of the dock most visible from the channel or
cove and specifies that the information must be at least three
inches in height and have a contrasting color to the dock.  Signs
posted prior to August 28, 2010, will be exempt from the
three-inch height requirement.
