Summary of the Introduced Bill

HB 1795 -- Civil Air Patrol

This bill changes the laws regarding members of the Civil Air
Patrol who participate in emergency services or counter narcotics
missions.  In its main provisions, the bill:

(1)  Makes the provisions regarding a leave of absence from work
applicable to all members of the patrol who work for an employer
with 50 or more employees instead of being applicable to only
state employees;

(2)  Requires a member of the Missouri National Guard to be
granted a leave of absence to participate in patrol emergency
service duty or counter narcotics missions;

(3)  Changes a leave of absence for services to be no more than
15 working days based on a calendar year instead of a fiscal
year;

(4)  Specifies that an employer has the right to request that an
employee be exempted from responding to a specific mission and
requires the Missouri Wing Commander to honor the request;

(5)  Specifies that a private employer may, but is not obligated
to, pay salaries during the period of leave; and

(6)  Requires any employee of a private employer who is or may
become a patrol member to be entitled to receive all other
benefits and job protections provided to members who are state
employees.
