HB 1921 -- Puppy Mill Cruelty Prevention Act

This bill establishes the Puppy Mill Cruelty Prevention Act which
requires persons who breed dogs for commercial purposes to
provide adequate housing, shelter, food, water, exercise, living
space, veterinary care, and rest between breeding cycles.
Commercial dog breeders are prohibited from breeding or raising
for sale more than 50 intact dogs over four months of age at any
time.  Veterinarians, dog transporters, retail pet stores, and
humane organizations or shelters are exempt from the provisions
of the bill.

Any person violating the provisions of the bill will be guilty of
a misdemeanor punishable by a fine of up to $1,000, imprisonment
for up to 180 days, or both.

The provisions of the bill are in addition to any other state or
federal laws protecting animal welfare and do not prevent any
local governing body from adopting and enforcing its own
additional animal welfare laws and rules.
