Summary of the Introduced Bill

HB 1926 -- Spaying and Neutering of Dogs and Cats

This bill prohibits releasing agencies from selling, trading,
giving away, exchanging, releasing, adopting out, or transferring
any dog or cat that has not been spayed or neutered with certain
specified exceptions.  Any person adopting a dog or cat must pay
the releasing agency a conditionally refundable fee of at least
$50.  Upon written verification that the adopted animal has been
spayed or neutered or reasonable proof that the animal has died,
is lost, has been stolen, or has been returned to the agency, the
fee will be refunded.  Unclaimed fees are to be used solely to:

(1)  Educate the public on the necessity of spaying or neutering
pets;

(2)  Fund the agency's spaying or neutering program;

(3)  Fund a follow-up program to assure adopted dogs and cats are
spayed or neutered; and

(4)  Defray the costs associated with the agency's compliance
with the spaying or neutering requirements.

Adoption, refund, and notification requirements are specified in
the bill.
