HB 1939 -- Sale of Toys with Toxins Sponsor: Low Beginning January 1, 2011, this bill prohibits any person or entity from manufacturing, selling, or distributing any toy or child care item intended for use by a child younger than three years of age that can be placed in the child's mouth and contains more than .1% diisononyl phthalate (DINP), diisodecyl phthalate (DIDP), or di-n-octyl phthalate (DnOP). Manufacturers cannot replace phthalates with carcinogens rated by the United States Environmental Protection Agency as an A, B, or C carcinogen; with substances listed as, known to be, likely to be, or suggestive of being human carcinogens as described in the List of Chemicals Evaluated for Carcinogenic Potential or known to the state to cause cancer; or with a reproductive toxicant.
