HB 2061 -- Wireless Communications While Driving Sponsor: Lampe Currently, individuals 21 years of age or younger are prohibited from sending, reading, or writing a text message or electronic message from a hand-held electronic wireless communications device while operating a moving motor vehicle on any highway in this state. This bill prohibits anyone, regardless of age, from these activities. The bill also prohibits any person younger than 18 years of age from operating a motor vehicle while using a wireless communications device unless he or she is using the device to report illegal activity, summon medical or emergency help, or prevent injury to a person or property. This provision will not apply to the operator of a vehicle that is lawfully parked or stopped and will supersede any local laws, ordinances, or regulations enacted by a county, municipality, or other political subdivision. Anyone violating this provision will be guilty of an infraction and subject to assessment of points.Copyright (c) Missouri House of Representatives
