HB 2120 -- Stormwater Fees

Currently, a residential property owner must not be charged a
stormwater fee from the Metropolitan St. Louis Sewer District if
the property owner does not receive sanitary sewer service from
the district and if stormwater from the property does not flow to
a sewer maintained by the district.  This bill specifies that
stormwater runoff will only be considered to flow to a sewer
maintained by the district if it flows to a pipe or an improved
waterway within 50 feet of the property line or is carried to a
pipe or improved waterway via a street, sidewalk, curb and
gutter, or concrete swale.
