Summary of the Introduced Bill

HB 2150 -- Firearms

Sponsor:  Largent

This bill specifies that the General Assembly finds that uniform
laws are necessary to protect the fundamental right to keep and
bear arms found in the Constitution of Missouri and of the United
States and preempts any order, ordinance, or regulation of a
political subdivision of this state.

The use of a firearm in self defense, the defense of another
person, or in any other manner justified pursuant to Chapter 563,
RSMo, and the open carrying of a firearm may not be restricted by
any political subdivision.

A party prevailing in an action for relief from an ordinance,
resolution, motion, or administrative action taken in bad faith
that is in conflict with these provisions will be awarded
reasonable attorney fees, expenses, and court costs.
