HB 2203 -- Pharmaceutical Benefits Information

This bill requires the Department of Insurance, Financial
Institutions and Professional Registration to establish, or
contract for its private management, a web site that will include
the step therapy and prior authorization protocols for every
health carrier and health benefit plan in the state providing
pharmaceutical benefits.  The web site must allow health care
providers and patients to access insurer-specific information for
disease-specific step therapy and prior authorization
requirements.  The web site must also provide specified
information to facilitate the continuance of a medication that
does not cause negative side effects for a patient.

Each health carrier and health benefit plan in the state must
provide the department with all required information to maintain
the web site and provide a simple standardized form that health
care providers can use to verify that a patient has tried a
specific medication and failed on a required medication under the
health plan or which is likely to have a negative side effect.
Upon completion of the form, a patient must have immediate access
to a medication that does not result in a negative side effect
without any further health insurer requirement.
