HB 2227 -- Collective Bargaining for Public Employees

Sponsor:  Lampe

This bill removes the exemption for police, deputy sheriffs,
State Highway patrolmen, members of the Missouri National Guard,
and teachers from the right to form and join labor organizations
and to collectively bargain.  The public body and the exclusive
bargaining representative are required to bargain in good faith
to reach an amicable agreement.

Currently, the results of discussions must be reduced to writing
for adoption, modification, or rejection.  The bill removes the
modification option and requires the tentative bargaining
agreements between the exclusive bargaining representative and
the public body to be ratified, prior to implementation, under
the ratification process established by the exclusive bargaining
representative.
