HB 2241 -- In-Lieu Watercraft Tax

This bill eliminates the in-lieu watercraft tax for most
watercraft purchased beginning January 1, 2011, and makes the
owner liable for any state and local sales and use tax.  Fifty
percent of the revenue, up to $3 million, from the state sales
and use tax must be appropriated to provide assistance to victims
of domestic violence or sexual abuse and 50%, up to $3 million,
to provide funding for the Parents as Teachers Program in the
Department of Elementary and Secondary Education.  Any remaining
revenue over the $6 million will be credited to the General
Revenue Fund.

The bill contains a referendum clause and will be submitted to
qualified voters in November 2010.
