HB 2280 -- Animal Neglect

This bill changes the laws regarding the crime of animal neglect
by specifying that a person is guilty of the crime when the
person negligently fails to provide adequate care or control over
an animal in which he or she has custody or ownership and by
removing the requirement that the neglect results in substantial
harm to the animal.  The bill also eliminates the maximum amount
of the fine and the penalty of imprisonment for this crime.
