Summary of the Introduced Bill

HB 2288 -- Community Improvement Districts and Science-Tech
Specialty Schools

This bill authorizes any community improvement district formed
before January 1, 2003, in the City of Kansas City to sponsor and
operate a science-tech specialty school for grades kindergarten
through 12.  The specialty school will:

(1)  Not use any local school district tax levies;

(2)  Be under the Department of Elementary and Secondary
Education's oversight and standards;

(3)  Pay for the transportation of students to the school; and

(4)  Be governed by a board consisting of at least seven members
appointed by the district.

The qualifications and terms of board members for the specialty
school are specified in the bill.  Admission slots into the
specialty school must be equitably distributed throughout the
specialty school district based on population.

The seven-member Science-Tech Specialty School Blue Ribbon Panel
is established to study the impact and effects of the specialty
school.  The panel must be convened by the department and is
required to meet two to four times per year for four years.  The
panel must issue an annual report regarding the school's
progress, success, basic enrollment information, and any
recommendations to the specialty school's board, the department,
the community improvement district's board, the City of Kansas
City, and the school district in which the specialty school is
located.  The community improvement district must reimburse the
costs associated with the panel's travel and administrative
costs, including staff.
