HB 2303 -- Race to the Top Fund

This bill creates the Race to the Top Fund which will consist of
educational moneys awarded to the state from the Race to the Top
Program established by the federal American Recovery and
Reimbursement Act of 2009, commonly known as the federal economic
stimulus act.  Before any funds can be distributed, the
Commissioner of Education of the Department of Elementary and
Secondary Education must appear before the Joint Committee on
Education and present the proposed distribution to school
districts for committee approval.  The duties of the joint
committee are revised to include the review and approval or
denial of the planned distribution of moneys from the Race to the
Top Program.

The bill contains an emergency clause.
