HB 2358 -- Metropolitan School District Students' Bill of Rights

This bill renames the St. Louis Students' Bill of Rights as the
Metropolitan School District Students' Bill of Rights.  The
metropolitan district is the statutory term for the St. Louis
public school district.  The bill repeals the provision that
requires the bill of rights to be placed before the voters by
March 15, 1999, in order to become effective and establishes the
right of a student in kindergarten through eighth grade to attend
the school at which he or she is enrolled as long as the student
resides in the metropolitan district.  Savings from decreased
transportation costs will be reimbursed by the state at 50% and
35% during two five-year increments to support the costs of
transition to a kindergarten through eighth grade system.  The
district must develop a method for measuring the transportation
savings, subject to review by the Department of Elementary and
Secondary Education.

The bill contains an emergency clause.
